The European Training Foundation has supported the establishment of a National Observatory in Romania hosted within the Institute of Education Sciences (IES) . The Romanian National Observatory (RNO) started its activity in September 1996 as a component part of the National Observatory Network . The National Observatory gathers and analyses information on developments of the vocational training system and the labour market. On the basis of this information the National Observatory and the Foundation periodically produce country reports on vocational training developments in Romania.To be precise, RNO has developed two main services:

to gather, analyse and disseminate objective, focused quality information about the national VET and labour market system;

to provide expertise, recommendations and advice to national stakeholders about VET systems, labour market issues and related developments from EU Member States and partner education
After a stage of institutional capacity building (1997) and a period of consolidation and establishing itself (1998), RNO already possesses:
- Long-standing institutional base (relations with host organisation, related ministries, regional centres and social partners);
- Own means of processing information;
- Active relations with providers of data at central level (especially the national commission for Statistics and the Ministry of Labour and Social Welfare);
- Access to Internet network, data bases and institutions involved in VET (regional labour directorates, regional vocational training centres, county school inspectorates, pilot schools of the Phare-VET program, the Leonardo agency, the National Eurydice Office, CEDEEFOP, World Bank projects);
- Concrete result (technical reports, brochures) disseminated through TV programmes, publicity in the press and thematic workshops.;
- Partnership with NO’s from Phare and Tacis countries;
- Long lasting partnership with ETF.
